The reason why is that you can build boost pressure on the starting line with no load on the motor by setting up the 2 step limiter with the right parameters.

Hook the 85 and 86 pins of the relay to the shift light on the tach and have the igt signal for a toyota run through the 87a and 30 of the relay.
A changeover relay these differ from normal relays being 1 circuit is always active.
Adjust shift light to desired rev limit.
